It sets dangerous precedents that lay the groundwork for envrionmental destruction. Sadly, developers often "go a bit beyond" what they have on their plans and, gosh they're terribly sorry about that. Unfortunately "terribly sorry" doesn't restore what was "accidentally" lost.
